2010-2014 Capital Improvement Plan
Dear Friends:
As General Superintendent of the Chicago Park District, one of my greatest tasks is ensuring that Chicago neighborhoods are equipped with facilities that support recreation activities. Our field houses, playgrounds, and other recreation facilities support the countless opportunities we offer Chicagoans to keep active and at play. Even in difficult economic times, we must invest in our parks by building new facilities as well as enhancing existing ones.
In 2009, we continued to fulfill our commitment to build playgrounds for all children to enjoy, regardless of their physical ability. This year, we completed 29 new, fully accessible playgrounds in parks across the city. We also constructed new field houses at Jesse Owens Park in the Chicago Heights community, Taylor-Lauridsen Park in the Canaryville community and new Willye White field house in Rogers Park. In fact, this was the first time in decades that the Chicago Park District completed three new field houses in a single year. In 2010, we will continue to build new facilities, including two new field houses, two new beach houses, two new harbors, and more than a dozen new playgrounds. We will also invest in our existing infrastructure through projects like new roofs, windows, and related energy efficiency improvements.
Public-private partnerships have always been the key to our progress. Without the ongoing support of individuals and organizations that understand the importance of parks, many vital projects could not be accomplished. These partnerships are now more important than ever as we continue to wait for more than $26 million in State funds for prior year projects and an additional $41 million in State funds for 2010-2014 projects. Moving forward, the Chicago Park District can no longer front dollars to cover state funded projects. As a result, some of the projects outlined in this plan will be delayed.
This Capital Improvement Plan presents the Chicago Park District's forecast for park improvements over the next five years. Each project was selected through careful consideration and with valuable input from advisory councils and other community stakeholders. Through our long-term plan and commitment to enhance the quality of life throughout Chicago, we will continue to provide excellent recreation opportunities, beautifully maintained facilities, and a customer focused and responsive park system.
